What is the Warm Homes Plan?
The Warm Homes Plan is the government's flagship programme for improving home energy efficiency across England. It represents the largest investment in domestic energy efficiency in UK history, with £13.2 billion committed over five years.

How Will It Differ from ECO4?

The fabric-first principle means insulation will typically be installed before heating upgrades—ensuring that new boilers or heat pumps aren't oversized for a newly-insulated home.

While final criteria haven't been confirmed, the scheme is expected to prioritise:
- Low-income households
- Those in fuel poverty or at risk of fuel poverty
- Households with vulnerable members
- Properties with poor energy ratings (EPC D or below)
